Got 3.2(f) and developer account is pending for termination

Our app passed first apple review, but then got 3.2(f) in 2nd review and now our developer account is pending for termination. But our app have never been published yet, how come our app can be involve in any fraud?! We did appeal 3 times but, but get Nothing response yet. Plz help check. thanks so much.
